Another distinction is that local SEO is split between Google Places (Maps) listings, and a normal &quot;Web&quot; page ranking for any given keyword. So for &quot;roof repair Torrance&quot; there could be Maps (Places) listings and their could be a few organic web results ranking on the same page. Ranking Google Places (Maps) pages is tough because their algo for it is poor and there are really no huge factors for increasing its ranking. There are a number of best practices to employ that should increase your ranking for your Places page, but no really big factors. In regular organic SEO for your website link building is an overwhelming factor that influences rankings. So it is a bit less of a guess as to what will get you ranked. 

And $2500 is really really cheap for an entire website. I suggest getting off of your current Yahoo platform and going to a self hosted Wordpress site though.
